Water Assistance Programs

Program Program Details

Water Residential Assistance Program (WRAP)

Service Area: Great Lakes Water Authority Service Area

Maximum Benefit: $1,500 annually

Program Benefits: Homeowners and Renters

Description:
Two-year program that provides funding to eligible, low-income homeowners to assist with water bills, water conservation, and self-sufficiency initiatives. Disabled customers and seniors may qualify for a longer period. For questions, call: 248-983-5656.

Water Affordability Program

Service Area: Residents of Oakland County and Livingston County

Maximum Benefit: $3,000 annually

Program Benefits: Homeowners and Renters

Description:
The funding source for this program is from a new water grant titled the Water Affordability 2024 Program. Administered by the Oakland Livingston Human Service Agency (OLHSA), this program is for individuals who are experiencing financial burdens and have accumulated a balance on their water or wastewater utility bill. Make an appointment with OLHSA today to see if you’re eligible for relief.

State Emergency Relief (SER)

Service Area: Statewide

Maximum Benefit: One-time (emergency only)

Program Benefits: Homeowners and Renters

Description:
The funding source for the program is State General Fund & Federally funded through the Temporary Assistance for Needy Families. The administrator is MDHHS via numerous partners. The program’s purpose can be “water support” and spans many areas of assistance. This program covers bill assistance and service restoration. The maximum support depends on the number of people in the household, income, assets, type of service requested, and other factors.

 

Enbridge Fueling Futures Water Assistance Program

Service Area: Statewide

Maximum Benefit: $1,200 one-time

Program Benefits: Homeowners and Renters

Description:
The funding source for the program is Enbridge grants, the administrator is The Heat and Warmth Fund (THAW). The program’s purpose is “Water Specific”, its term is “First come first serve until exhausted”, covers bill assistance/arrearage relief.

Michigan Homeowner Assistance Fund (MIHAF)

Service Area: Statewide

Maximum Benefit: One-time

Program Benefits: Homeowners

Description:
The funding source for the program is ARPA; the administrator is Michigan State Housing Development Authority. The program’s purpose is primarily to avoid foreclosure but has a water assistance component. Duration of program is through 9/30/26. It covers bill assistance and arrearage relief.

 

Catholic Community Response Team (CCRT)

Service Area: Pontiac

Maximum Benefit: TBD

Program Benefits: Homeowners and Renters

Description:
The Catholic Community Response Team is available to assist and help Pontiac residents with bills or prevent evictions. They are proving help with utility shut offs and more.
