This Special Alternative Incarceration (SAI) program is operated by the Michigan Department of Corrections, the Field Operations Administration, and the SAI Division. Offenders must be sentenced to probation with SAI as a condition of probation. Located in Chelsea, Michigan, offenders sentenced to the program are taken into custody by the Sheriff and transported to the Boot Camp. The program includes ninety (90) days at the Boot Camp in Chelsea with strenuous physical exercise and work, including community projects. Additionally, the Boot Camp incorporates educational and vocational counseling and an aftercare program.

Like the SAI Probation Boot Camp, the offenders eligible for the Prisoner Boot Camp must be sentenced to a minimum prison term of three (3) years or less, or two year minimum or less for Breaking and Entering (ODH) or Home Invasion. This program is located in Chelsea, Michigan and is operated by the Michigan Department of Correction, the Field Operations Administration, and the SAI the Division. Ninety (90) days at the program in Chelsea, including strenuous physical exercise and work as well as educational and vocational counseling, prepare the offenders for immediate release to aftercare upon completion of the Boot Camp.

Offenders sentenced to a term of probation or delayed sentence, and who have a residence with phone service, are eligible for Probations Electronic Monitoring. This program is funded by the Michigan Department of Corrections. Offenders under electronic monitoring supervision must wear an ankle bracelet sending unit (tether) and are confined to their home except for specific times when they are permitted in the community to work, participate in rehabilitation programs, or care for necessary needs as approved by the probation agent.

Offenders with verified employment, and sentenced to a flat jail term or jail as a condition of probation with a term of at least 15 days or more, are eligible for this program. The Court may grant Day Parole to jail inmates for several purposes, the most common being employment. Inmates sentenced to Work Release must meet statutory and local eligibility requirements to actually be placed in the program. In Oakland County, the Sheriff's Department administers the Work Release Program, and complete Work Release rules may be obtained from the Sheriff's Department.

If an offender is sentenced to a flat jail term or jail as a condition of probation, and the offender has telephone service, then he/she is eligible for the Zero Tolerance Program (ZTP). ZTP is administered by the Sheriff's Department Substance Abuse Services staff. Substance abuse testing is performed at one of several laboratories nearest to the offender's home or work. The offender may also be referred for treatment during the program.

Males and females sentenced to a jail term of 90 days or more might be eligible for the Regimented Inmate Discipline Program (RIDP). The program is administered by the Oakland County Sheriff's Department RIDP staff at the camp facility on Brown Road in Orion Township. The program features an 8 week program, strenuous physical exercise and work, including community projects, educational and employment program, and counseling. Counselor follow-up with community assistance and placement is available, and the balance of the jail sentence is suspended for inmates who successfully complete the program.

Alternative Incarceration Centers (AIC) are probation residential centers, which provide a 24-hour a day, supervised treatment alternative to incarceration. AICs deal with substance abuse as well as behavioral problems. An offender sentenced to an AIC for a period of 6 months must adhere to strict supervision and behavioral standards, participate in various therapeutic interventions, as well as contribute to their stay once employed.

The P.R.I.C.E. Program is a Community Corrections alternative for felony OUIL (Operating Under the Influence) 3rd male offenders only. P.R.I.C.E. objectives include phases designed to reduce recidivism of this population through incarceration, residential treatment, and outpatient treatment.

The Employability Program is an alternative, structured eight-week program within the jail, involving a 90-minute didactic lecture and 90-minute group sessions daily, Monday through Friday. Lecture and class work topics range from substance abuse and addiction, pre-employment training and interviewing, to basic life skills and health issues. In addition, program participants may receive vocational testing to determine vocational aptitude and interests. For sentenced inmates who successfully complete the program, the remainder of their jail sentence may be suspended.

The STOP Program targets probationers who test positive for drugs and alcohol while on probation. The program is basically a separation from the community for three days. The three days are spent in residence at the CPI Program in Waterford, Michigan. The probation agent and program staff may make treatment follow-up referrals. In addition, the I.E.P. Program targets employed offenders, subject to Court ordered detention, to continue to work and receive treatment. I.E.P. focuses on detention, monitoring, and treatment to prepare the offender for sober and pro-social living patterns.

Offenders sentenced to a term of probation may perform community service as a condition of probation in lieu of a jail term and/or as a special condition of probation. Community Service provides an alternative to incarceration by allowing the offender to make restitution to the community by performing unpaid labor with non-profit organizations and/or units of government.

Pretrial Services involves investigators who interview adults with felony and misdemeanor arrests at the Oakland County Jail or local police holding areas, in order to gather and to verify information for release eligibility. The information is compiled into a written report, which is made available to the Court, including the Judge, defense attorney, Prosecutor, and probation officer.

There are many alternatives to incarceration programs, which include residential care for substance abusing clients. However, some eligible felons do not require residential care but would benefit, instead, from a structured learning environment. This environment is the Step Forward Day Reporting Center, which offers an extensive array of program services for offenders and their families. Services include substance abuse counseling sessions, group and individual counseling, and job training and placement readiness classes.

The Adult Treatment Court offers the Sixth Judicial Circuit Court a sentencing alternative for non-violent, felony offenders with serious substance abuse problems. This program addresses the underlying, substance abuse problems that lead many offenders to engage in criminal behavior. A defendant, who is a resident of Oakland County and who is charged with a non-violent crime may enter the Adult Treatment Court after entering a COBBS Plea and being approved by the Prosecuting Attorney.

Yes. Circuit Court probationers can travel out of state with the Judge's approval. However, the probationer needs a valid reason and travel usually is restricted to 14 days.

Yes. When a sex offender is convicted of certain registrable offenses, immediate registration is required. They are subsequently required to verify their residence quarterly and/or to immediately report any change of address to their local police department.

Yes. A probationer must be sentenced with a special condition that he or she completes the SAI Boot Camp program and the SAI Boot Camp aftercare program in order to be involved in the program.

The SAI Boot Camp and SAI aftercare program consist of three phases. Phase one is 90 days spent at the SAI Boot Camp in Chelsea, Michigan. Phase two is a combination of a 30-day residential substance abuse treatment program and 90 days on electronic monitoring. If a defendant does not exhibit a need for residential substance abuse treatment, the 30-day residential treatment program can be waived and the probationer will participate in electronic monitoring for 120 days. Phase three consists of five months of intensive probation.

There is a difference in the restrictions of who is eligible to participate in the SAI Boot Camp as a prisoner versus as a probationer. First of all, males and females are eligible for the SAI program. Certain offenses, such as sex offenses, make offenders ineligible. Prisoners are ineligible, for instance, if they are habitual offenders. Prisoners who fail boot camp are returned to prison to serve the balance of their prison sentence. Probationers and prisoners are also ineligible of they have convictions for certain sex offenses and arson. Probationers and prisoners are ineligible for the SAI Boot Camp if they have a previous prison sentence. Probationers who fail to complete the SAI Boot Camp program are returned to court and charged with violation of probation.

At the time of the sentencing, the offender and his or her attorney has an opportunity to review the Presentence Investigation Report. At that time they are allowed to place any objections to information included in that report on record. If the judge agrees that the information is incorrect, he or she can order it removed from the report. If the information is discovered at a later date, the offender can request that the information be removed or corrected by writing directly to the sentencing judge.

The court at sentencing orders restitution. The Oakland County Reimbursement Division collects the money and, in turn, mails it to the victim. The victim can contact the Oakland County Reimbursement Division at 248-858-0506 if they have any questions.

The probationer should immediately contact their assigned probation agent. If they do not know who that person is, they should call the main Probation Department number, 248-858-0300, for further assistance.

Any probationer sentenced in Sixth Judicial Circuit Court is technically eligible to be placed on a tether. Although tether is usually reserved for non-assaultive offenders, the sentencing judge has the option of ordering tether for any offender placed on probation.

Tether, or electronic monitoring, has been used in Sixth Judicial Circuit Court Probation since 1986. Probationers placed on tether must remain in their home, except for passes granted for work, school, counseling and reporting purposes. The tether is approximately 2 inches by 3 inches. It is worn on the ankle and it usually goes undetected when covered by a sock.

The tether system used in Oakland County is a radio frequency tether that reports the probationer's presence or absence from their residence. This is not a tracking system and therefore, any time the probationer spends out of the home must be verified through contact with employers, counselors, or school officials.

Probationers on tether can work and, in fact, are encouraged to do so. Employment must be very carefully verified and regular schedules are encouraged.

Tether has very strict rules and any time a probationer violates their approved curfews, sanctions are imposed. Violations could result in sanctions ranging from a one-week lock-down, during which the probationer is not allowed to leave their residence for any reason, up to a formal violation of probation hearing.
